How can you get a South Carolina ID Card without with a birth certificate?

My boyfriend just moved here a few weeks ago from New Jersey and lost his license. He's trying to get a South Carolina ID card but he doesn't have his birth certificate. He has a picture ID, social security card, and mail is his name. Is this going to be enough to get him an ID card? It's JUST an ID card after all...
