Is a non-driver state ID card required for employment in California for an immigrant?

My husband has a work permit and social security number, but has not received his state ID card in the mail yet. Can he start applying for jobs without the ID or is it required by law?

1. Do a search for the I-9 form. It will give you a list of ID required in all states. He will have to have one item from column A or one item from Column B and C.
2. Can he start applying for jobs without the ID? YES if hired he can use any of numerous forms of identification and if he has prove of his application for a state ID that will work. for more info: http://www.uscis.gov/files/form/I-9.pdf
