Does a CA Identification Card serve as Drivers License as well?

So I applied for an Identification Card in California, and I just got the card in the mail. I noticed they also put my Drivers License Number below the Identification Card at the very top. Can I use my Identification Card as my Drivers License?

1. No The numbers are the same but if you are pulled over and only have a ID card with no valid DL you are getting a ticket
2. No. A state ID card is just that an ID card and not a license. The numbers are the same for tracking purposes. All states that I know of do the same thing. You can use the ID card to go through airport security and it is a legit ID for stuff like cashing checks. In Illinois if you do not have the real license with you when you are driving you get a ticket for "failure to carry or produce". It is a must appear in court type of ticket.
