What is considered an Identification card?

My school is asking for my guardian's ID so I can be officially enroll in there. However my guardian doesn't carry one, except a foreign passport and other non-government cards. So do you think in this case a foreign passport is considered as an ID card?

1. A passport is legal identification. It is issued by a government agency.
2. Do they have a drivers license? That's a valid form of ID.
3. Yes, the page of the passport that has their picture and name and stuff is considered ID.
