Nevada identification card will surrender your driving privileges?

I live in Nevada and I got neither my driver's permit or license. I did however get my identification card this year. I was reading that the issuance of an identification card will automatically surrender your driving privileges. What does this mean? Does it mean that I can't drive?

  1. By applying and receiving a ID card, means that you have agreed to not drive. If you want to drive, then you need surrender your ID card and get a drivers license.
  2. You can't have both a driver's license and ID card. So if you get an ID card, you're not legally allowed to hold a driver's license, which means you're not allowed to drive. If you want to drive, you must surrender your ID card, which makes you eligible to hold a license.
